POLICY 15: Historic preservation

This policy states:

Protect and preserve historic and cultural assets to enhance community heritage and identity in alignment with the unique needs of each community. Minn. Stat. §471.193 authorizes local governing bodies to engage in a comprehensive program of historic preservation, and to promote the use and conservation of historic properties. As the historic element is required in Minn. Stat. §473.859 Subd. 2b to be a part of the land use plan, the Met Council will review this as part of the comprehensive plan review process. Actions

(Met Council) or (Local Government) or (Met Council/Local Government) are tags indicating responsibility for implementing the activity. 

Develop and implement criteria for the designation of historic and cultural assets, considering factors such as architectural significance, historical importance, and cultural relevance, ensuring alignment with evolving community standards and development goals. (Local Government) 

Identify historic and cultural assets except where Federal and State policies protect the confidentiality of sensitive sites, such as American Indian burial mounds. (Met Council/Local Government) 

Develop policies to protect and preserve historic and cultural assets and consider adopting culturally expansive ordinances to further enhance restoration and preservation efforts. Culturally expansive ordinances may include provisions related to language access, cultural celebrations, religious practices, heritage preservation, and other aspects of cultural expression and identity. The goal is to ensure that public policies and regulations are sensitive to the diverse backgrounds and experiences of all community members. (Local Government) 

Provide information resources, technical assistance, and guidance to local governments on identification and designation processes for culture and historic resources, and on culturally expansive historic preservation practices. (Met Council)
